Beta labels for centrally managed geozone datasets

Adds a per-source Beta checkbox and optional coverage note to Update Service 1.1.11.
Marks the USA dataset as Beta by default; administrators can clear or change the label independently of synchronization freshness.
Propagates Beta metadata without downloading unchanged geometry, retains it offline, and displays it in installation administration, public status, data-source details and map popups.
Localizes the standard review notice in English, German, French and Luxembourgish and escapes custom notes.
