Corrects the release-news migration that blocked the previous update.
Beta 0.2.1.8 uses the actual SkyMission news schema and looks up release slugs in news_translations. The complete user administration, personal statistics, and corrected oblique 3D coverage from Beta 0.2.1.7 remain included.
